Manually Adding Devices not Showing PVU Consumption

I've had to manually add devices to an entitlement and the PVU consumption does not show.  All are at "0".

How can I force the consumption?

Make sure Allocations consume license entitlements is checked in the Use Rights and Rules. There is also a Overriden Consumption column on the Consumption tab that you can use with your Allocation.

Thank you so much.  I am trying both.  I failed to review if I had the Allocations Consume box checked, and I've never used override consumption.  I will use that if allocations do not work!
