The FlexNet inventory agent collects evidence of installed applications on a machine and generates an inventory file, known as an .ndi file. In the .ndi file, there may be evidence with the evidence type "TOAD", as shown below.

The FlexNet inventory agent uses TOAD evidence to recognize the application Toad for Oracle. This application was initially published by Quest Software, which Dell has since purchased. Because the publisher has changed, evidence for this application is found in different locations depending on the version of Toad for Oracle installed.
TOAD evidence is captured from a registry file named SettingsLocations.ini and from the Windows registry on the machine.
The file 'C:\Users\<UserName>\AppData\Roaming\Dell\Toad for Oracle\SettingsLocations.ini' has been detected as a possible Toad for Oracle settings file.
These keys are located at one of the following possible registry key paths, depending on the version of Toad for Oracle that is installed. The <SID> below is a user ID unique to each user.

I just would like to point out that this element of the text no longer applies "This application was initially published by Quest Software, which Dell has since purchased."
This was originally the case, but Dell Software that included Quest Software, was purchased back in 2016 by a couple of private equity firms, and rebranded back to Quest.
Files that can result in Toad evidence type are SettingsLocations.ini, QSAuth11.key and ProductLicenses.xml.
