What's the best practice for uploading discovery files from either or both the Flexnet Agent or SCCM to a production and development instance on premise of FNMS. Can the Flexnet Agent report to 2 different Beacons?

first of all it is recommended to run a separate beacon for each stage. With this setup, you can already set up your SCCM connection at the two beacons and receive the data in both systems.
For all agent data there is a replication function within FNMS (see linked kb article). After activation, you just need to make sure that the replicated NDI data is copied and imported to the beacon in the DEV Stage. By default the target path is as follows C:\ProgramFiles\Flexera Software\Compliance\Incoming\Inventories". A corresponding Beacon task automatically takes over the processing. After reconcile, the information is then also visible in the WebUI
