This could be due to ASP.net Impersonation issue of IIS7 on Windows 2008.

most people use the same account for impersonation as they do for
scheduled tasks. By this I mean that in your scheduled tasks you will
have some sort of Service or System user configured as the account to
use to execute the task (check the task settings) and it is recommended
that you configure ASP.net to use this same account.
