Validation and Conflict Solving are not working on Windows Server 2003

Hi Installshield Development Team
We have a big Packaging Project for Windows Server 2003 Terminal Sever with Citrix MetaFrame.
Unfortunately the MSI Validation and the Conflict Solving are not working on Windows Server 2003. On the MSI Validation i get Error 1625, That means Error install package rejected. The installation is forbidden by System Policy. Please contact your System Administrator. The User Account is Domain Admin, and there are absolutely no Polycy restrictions. A report about the policy restrctions is on the ticket.
