Is there a solution in place for monitoring SaaS applications with an agreement including uptime commitment for services?

SaaS service uptime is normally one of multiple metrics in a service level agreement being measured against the commitment, and I would recommend you should be looking at some of the service level (SLA) monitoring solutions on the market. E.g. Google search using 'service level management monitoring' or just 'SLA monitoring'.
