The difference between the Oracle Database (Unknown Component) and Oracle Database Unspecified Edition applications within the ARL seem to be well documented.

"...When you see Unknown Component now, this means that it?s unrecognized evidence that?s not linked to a database, which should be ignored"
As this is just for visibility and should be ignored, is there a specific reason as to why these applications are still classified as "Commercial"?
Cant this be given a classifications that does not exhibit as a risk in the environment?

Indeed, while Oracle Database Unspecified deserves attention, Oracle Database Unspecified Component is a vague signature (just "Oracle" in the installer evidence for 19C) that does not actually represent a commercial product, and we are going to work on making this "component" a "component" classification application.
