According to an older thread on this community, since FNMS 2017 R2, the number of "standard" Cognos users included in the FNMS license key is 250.

This information is stored on your FNMS license file. You can contact your Flexera account manager in case you need the number of Cognos users increased beyond 250.

Hi Tracy, 

As per this thread on-prem since 2017 r2 release there is an initial limit out of the box for 250, but can be increased if needed.
