We have FNMS 2019 R2 on-premises. After upgrade from 2019 R1 to 2019 R2 agent policy download fail.
Both beacon test connection is successful also both beacon is showing in up-to-date status in FNMS Console. Both beacon updated with latest version.
When execute command start mgspolicy -t machine it unable to download policy and gives below error.
Reconfigure all the application, restarted IIS, Restarted server.

Have you tested the policy download link in a browser or a command line tool? Could you test HTTP?

A 404 “NOT FOUND” error when downloading policy will often indicate that the beacon the agent is downloading from has not been configured to allow agent downloads. Check the beacon configuration on INMUMFLXPRDAPP to determine whether the beacon web server functionality has been enabled.
With that said, I’m not sure that in your situation the INMUMFLXPRDAPP server should have the beacon web server functionality enabled. Do you really want agents to be downloading from that server, or should they be downloading from the itambcn server? If they should be downloading from itambcn (which I suspect is your intention), you will need to look earlier in the logging than what you have reproduced in this post to understand why the download from that server failed. Earlier logging will give additional insight into why that server was discarded from consideration as per the following line:

@ChrisGI have received older log before upgrade to 2019 R2.
in that log policy was download from itambcn server. here I am attaching old log. I have upgrade through same implementation script and nothing has been change but still don't why having this issue. Request you please help me to understand this issue and how come we resolved it.

There is a known issue where users are getting a 404 error when downloading files. There are a couple of things you can check
Could you try to download the package via chrome - We have seen examples where the customer tries with IE and they cannot resolve the name, however when they try chrome it works ok. If this works then it means that the file is present and everything is setup correctly.
