I have tried to run "Recognition data import" task manually before 2 hours of reconciliation time so it was successful.

The same way tried to run "Recognition data import" task after reconciliation time it also working.

I doubt there is some issue happing if ARL update time and reconciliation time are conflicting. 

We can make sure that ARL update time must be before 2 hours of reconciliation time or after completion of reconciliation time.

@Bdavey There might be different issues.

1. Certificate could be missing. Please follow the steps to add a certificate it resolves the issue.

2. Check if the ARL Purl files are getting downloaded completely, sometimes it won't completely downloaded due to ti a network issue. Please check that.

I already attempted the cert fix and it did not appear to work.  I opened a case and will see what could be the cause.  Thank you for responding.
