It has never been tested by our QA team, since 2018R1 was released prior to server 2019 R1.. With that being said, support is implied based on the install guide.. I have a couple of 2019 Servers installed, and I've never seen any adverse behavior with App Portal.. I actually don't believe that I have ever seen an issue with the application server, which was specific to a particular Windows Server version.
