404 Error when creating new reclamation policy

A customer is trying to start setting up reclamation policies, but in the Compliance Management tab, under My Apps when trying to add Flexera ID's using any of the three green + buttons and error occurs. It seems that a login error is occurring when connecting to the FNMS databases. The FNMS integration seems to be working normally outside of this and we made sure that an SSL cert was in place. Screenshot is attached, any suggestions on this?

That error message in the screenshot makes it sound like a TLS 1.2 issue.  Perhaps TLS 1.2 is enabled but strong cryptography isn't configured by default?  Have you looked at these posts?

Perhaps consider running IIS Crypto on both servers to make sure there are a common set of protocols, ciphers, hashes, and key exchanges enabled.
