Return Code 87 when install AdminStudio 2016 on some Windows7 desktops

I'm wondering if anyone has seen this issue I'm experiencing with the AdminStudio 2016 installer and has a fix? When installing AdminStudio 2016 on some Windows 7 devices the install fails before the first dialog and returns and error level 87 at the dos command line. There's no MSI\Install log that I've found to review see if there's an error and nothing related in the local application or system events. I've reviewed the Windows 7 devices to ensure they have the required prerequisites and all is well on that front.

Are you passing any command line arguments to AS 2016 setup.exe? It is a suite setup, so it will not take the regular msi parameters directly.
