Reinstalling Application for new users

My application keeps trying to reinstall for every new user that logs onto the workstation. Is there a property that tells the MSI database to only install once per machine.

I thought it would be the All_Users property, but I have this set to a value of 2.

Hello Glen. When we deploy apps via policies, i login as Administrator , run each app , reboot, login as Administrator again and then copy Administrators profile to default user and set permissions to Everyone. To copy profiles right click on my computer, properties and go to the profile tab. From that point apps will run just fine.
