Conflict Solver Question

Can Conflict Solver determine that two Windows Installer packages set different permissions on the same file or directory?

I need to do this, but can't figure out how.

Can someone please tell me how to do this?

Sure, ConflictSolver can handle this via the Rules Wizard.
