I would suggest you would want to reflect all of the apps you note including the MQ Server as Primary (as an install of MQ Server would still consume this license) - then whenever any of the identified apps are found installed, they will consume the license. Where more than one app is identified on the same device then under PVU metric they will only consume once.
Importantly if you have legacy or other separate entitlement to MQ (non-Advanced) you would need to ensure the devices intended to be licensed by either the MQ Advanced or legacy Advanced component entitlement / separate MQ Server entitlement are allocated to the relevant license.
I will have a discussion with our Content team as it may be the case we need to update our Bundle for this.

In addition to @mfranz correct comments above I think it is worth highlighting IBM's general definition of Floating User license metric
"Floating user
Floating User is a unit of measure by which the Program can be licensed. A Floating User is a person who is accessing the Program at any particular point in time. An Install is an installed copy of the Program on a physical or virtual disk made available to be executed on a computer. The Program may be installed on any number of computers or servers, but if the Floating User simultaneously accesses more than one Install of the Program, the Floating User requires a separate entitlement for each such Install. Licensee must obtain separate entitlements for each Floating User simultaneously accessing the Program on each Install in any manner directly or indirectly (for example: via a multiplexing program, device, or application server) through any means.
Note: Some programs may be licensed where devices are considered users. In that case the following applies: Any computing device that requests the execution of or receives for execution a set of commands, procedures, or applications from the Program or that is otherwise managed by the Program is considered a separate User of the Program and requires an entitlement as if that device were a person."

@aishwarya_t The I BM Db2 for z/OS Data Gate 1.1.0.0 in the License Information Document and Announcement letter (links below) show this is not licensed on MSU / VUE but instead licensed on Virtual Processor Cores (as defined in the LID).

As Kirk notes - FNMS cannot inventory the Mainframe.
So the Custom Metric license type is used as a default - allowing manual consumption to be populated, which is relevant for MSU licensed programs.
But - FNMS can help convert manually confirmed MSU consumption into VUE (Value Unit Exhibit) license consumption using VUE (managed under RVU type) points rule tables where your IBM Mainframe licenses are licensed on a VUE metric.

Can you please expand on your request? is there a specific edition / type of WAS product you are interested in e.g. Liberty or Developer etc?

If your request relates to WAS Liberty (ILAN) then there are applications in the FNMS ARL specifically for this - classified in ARL as Freeware.
Not all programs available as ILAN are marked/noted specifically as ILAN in the FNMS ARL e.g. Websphere Application Server for Developers is available as a priced product and also a no-charge ILAN. Websphere Application Server for Developers as applications are in the ARL but no distinction is provided regarding ILAN No-charge offering.

If the publishers terms allow restriction of access using Applocker or similar and only those users with permission can access/run the app then I recommend the following; rather than a User license, create a Named User license and allocate those users with permission to the license (enabling allocations consume license entitlements use right - so even if we don't find that user currently from last inventory on a device, as they could run it they should consume a license).

Ok great - let me know the result of the reconcile.
To check if a Cloud device you can add the Hosted In column to the All Inventory page or open the device and on the General tab it will note if it is Hosted In On Premise or AWS / Azure etc..

As an additional suggestion to check;
Are these applications 'installs' being accessed by the user and associated to the device - If you open one of the unlicensed devices and go to the application tab you can add Access mode. If these are not local to the device you need to check your Licenses' Use Rights & Rules - License Consumption rules are configured to allow consumption for users with access/usage to applications.
Are the devices hosted and noted in FNMS as being in the cloud e.g. AWS / AZURE etc? - FNMS licenses in FNMS 2018R1 can be configured to consume (or exclude) consumption from Cloud devices - this is configured on the Use Rights and Rules page of the license.

Hi Erick Further to your post I believe my colleague Alessandra may have been/is continuing to work directly with you on this – VPC is a new IBM core based entitlement metric – details can be found in the IBM License Information document (LID) DB2 Standard Edition 11.5 - https://www-03.ibm.com/software/sla/sladb.nsf/lilookup/971B0C903A89B59385258426004E9D2C?OpenDocument I have to admit I haven’t yet been specifically involved in a PVU to VPC conversion – but on the basis you have 880 PVU’s you would need to check/ensure your VPC post renewal quantity provides sufficient cores for your existing requirements/licensed devices. e.g. if IBM are applying a 120 PVU to 1 Core VPC basis you may receive 8 (7.3 rounded up) VPC’s but if you currently have your PVU software deployed on 70 or 100 PVU per core rated processor devices then your 880 PVU’s could be covering additional cores, potentially leaving you short for your new VPC requirements. If your renewal quantity is 13 (12.57 rounded up) VPC’s it’d suggest a 70 PVU per core rating has been applied as a ratio to convert. In your FNMS PVU reports / Consumption tab of the license you should be able to easily identify the number of cores of the devices contributing to your current/peak license consumption. In regards to IBM providing no explanation – I would suggest (especially if you haven’t already signed the renewal) going back to IBM to confirm the conversion ratio applied and any clarity (if required further to the license terms) needed regarding how the new metric should be calculated/managed and your downgrade rights / migration requirements etc. An updated Flexera IBM Practice Guide (available in the Flexera Learning Center) will soon be being released which in addition to including FNMS 2019 IBM management updates will contain information on VPC management in FNMS. Hi Tiduarte Further to the responses you have received so far - I think it is worth highlighting that whilst having SKU's is helpful and can aid a greater level of automation in FNMS. You can still import your purchases without SKU's. You will just need to 'Process' your purchases from the Unprocessed purchase page then selecting the relevant application, license type and purchase model etc (if available). It is also worth highlighting that some Publishers (such as Oracle) often do not provide SKU's.
