Compliance status

I have noticed that FNMS shows compliance status as " unknown ". for licenses where no application is linked , which makes sense. 

But it also shows status as "compliant" for licenses where there is no application linked and I am not too sure about this rationale.

Just wanted to know the premise why licenses without an application shows as compliant where it should ideally be unknown.

I would guess this will likely be related to the type and possibly other terms configured on the various license records. Based on these terms, some licenses will be able to be determined as "compliant" without needing to have applications linked.
