We have a situation where users utilizing Visual Studio Subscription with SQL Server Data Tools for Visual Studio, and this installation includes SQL Server Analysis Services and SQL Server Integration Services. Due to this installation, FNMS is charging for SQL Server on these machines.

Could you please post a screenshot of the SQL evidences on that machine? I wonder which evidences exactly make the system recognize that SQL server.

I assume the SQL Server is recognized via WMI evidence, can you confirm this from the evidence tab? If that's the case, you should check how the data looks in the source (ndi) or directly on the machine (WMI). Could you maybe even share the ndi file?
If that is all correct and as it should be, one would have to think about addition recognition rules to avoid this SQL Server recognition in that Visual Studio context. Not sure if that's possible like that.
