The correct URL for the SKU library is https://www.managesoft.com/support/Compliance/PURL.cab, which seems to be functional at the time of writing this comment.

This is a .cabinet file of entire SKU library and needs to be imported into your FNMS instance.

This is included with the services you subscribe to from Flexera with FNMS cloud, i.e. Flexera will own the task of keeping the SKU, PURL and ARL libraries current.
