Recording a license without purchase order

Can we create a license without a purchase order and still stay compliant if we specify number of entitlements?

Yes,  you can create a License without a Purchase Order.  You can use the "Create a License" from the "License Compliance" menu.   Link the correct Application when you create the License.   Once the License is created you can use the "Extra entitlements" from the "Compliance" tab to set the number of applicable entitlements (make sure you Save it after you edit the Extra entitlements".   

Extra Entitlements are additional entitlements that are not recorded as purchases.  Note:  Extra Entitlements are Not available for Enterprise, Enterprise Agreement, or Site licenses (where the concept of extra entitlements is not meaningful).
