How to show compliant position in FNMS for a concurrent license wish uses VUH (virtual user hours) as the metric. Knowing that concurrent implying that only up to a preset number could possibly use the product at any given time. How do we reflect this as compliant in FNMS? thoughts?

You would create this with a license metric of "Custom Metric" and then as a reference set an appropriate license metric type (or create a new metric). You would set this on the Identification tab of the license.
The license will then show how many licenses you own because on the Purchase Record(s) linked to the license.
To show your compliance position, you will need to find an appropriate method to obtain your license consumption. For example, there may be an Administrator Portal for this product that reports on the current VUH consumption number. Once you know the Consumption amount, open up the license and then on the Compliance tab of the license, manually type in that consumption amount and save the license.
During the next Reconcile that Purchase quantity will be compared against the Consumption quantity to determine your license compliance status.
