Verifying: Does the "Advance License Check" need to be turned on for the Workflow<Conditions<Catalog Item check for "When license is not available" is checked?
You would need to have "check for license position during checkout" selected (and an ARL associated with the catalog item), but not necessarily "check for advanced license".. The advanced licence check is just an enhanced license check.. Ultimately, it still comes down to whether or not a license is available.
