The body of that message is dynamically generated in code. There is no way to modify the existing content. However, you may be able to add a custom header or footer to the message by adding your content into the "Reminder to approve requests" notification, just like you would any other notification. I have not tested that, so I don't know exactly what the result would be if you add content into that notification.
