Thank you for your question regarding error -1007. If the file is in the correct location, then the issue might be the status of the file, if it was read only, for example, or if another application was using that file.
If you hit Search on the menu bar here in the InstallShield forums, and search on error 1007, it'll give you some ideas to try out. If that still isn't helpful then please let us know.
