Restrected User cannot use the repackaged program

I repackaged couple of programs for windows 2000 and I have problem with some of them. I am installing program as a administrator but when I try to use it as a restricted user I can't launch it, or i have error messages, or sometimes windows installer is trying to configure something. Usually reason is because I can't access registry keys as a restricted user. Programm works fine if it is not repackaged. What is most common cause for my problem? Is there a way to fix it?

I have see this type of behavior in other applications. There are two services that run in 2000 that allow users to run applications with extended rights.

The "RunAs" service and the "remote registry" service need to be runing. If they are not running, I have seen this type of permissions errors.
