Oracle 8i client error 1305

I have tried numerous times to create an MSI for installing Oracle 8i. I am using admin studio 3.5 and have tried repackager as well as creating an ipf with SMS installer and converting it to an msi. Each time I receive the error 1305. Has anyone had success with this? If so what do I need to do?

It is possible to repackage Oracle 8i.
The first thing I ran into on when I tried to convert our Zen package (similar to SMS) was the location and registration of the MSORCL32.Dll. Attach the log from you repackage process and I will see if anything jogs my memory.
