The organizational level Manage billing centers role that is managed from the Administration module does enable you to add new users to the billing center.
With this enhancement, a user with the Manage billing centers role at the billing center level can now add users to their billing center. This enhancement ensures that the billing center user does not have to rely on an administrator to add users, thereby saving time with this self-service capability.
