Billing Center Users can now see public Cloud Dashboards

Flexera has made an update to allow the Billing Center user to view the Dashboard / Cloud Public Dashboards.   Previous to this update, a Billing Center User could not navigate to Dashboard / Cloud and select Public from the Dashboard selector.  This change only impacts users with the Billing Center level View Cloud Cost role in one or more Billing Centers.   

This change supports these two use cases.

• Billing Center Users with access to more than one Billing Center can now use the Public Dashboards that present data from all of the billing centers to which they have access.
• Billing Center Users can see the organization-level public dashboards created for their organization
