Does anybody can discover the VMs of ovirt?
Or has any solution in mind that can help to this?
Is Flexera able or unable to do this?
We can't connect to ovirt to its host and get wrong license consumption because of that, all help and suggestions would be highly appreciated.

@CAUCAR - Flexera does not have any native support for oVirt. However, based on the web site, oVirt is built on top of KVM, and Flexera does have built-in support for Linux KVM Hypervisors. Support for KVM requires the use of the FlexNet Manager Agent:
Run the agent on each VM and run the agent on the Linux KVM Host
FlexNet Manager will then create inventory devices for both the KVM Host and each VM, and link each VM to the physical KVM Host.
The following version of Linux KVM are supported:
CentOS 6+ (x86 64-bit only)
Oracle Linux 4.5–6.10 (x86, 32-bit and 64-bit); 7.0-8.2 (x86 64-bit only)
Red Hat Enterprise Linux (RHEL) 5.1–5.3 (x86, 32-bit and 64-bit), 5.4+ (x86 64-bit only)
SuSE Linux Enterprise Server 11 (x86, 32-bit and 64-bit); 12 SP3, 12 SP4, 12 SP5, 15, 15 SP1, 15.2 (x86 64-bit only)

As you may have noticed, supporting OVIRT and QUEMU already has been entered as an idea titled 'Extend KVM virtualization support for other manufacturers' that that you can vote for.
