Installed Oracle database options are not linked to a license

Oracle option packs that were installed used to always get linked to an appropriate Oracle processor or NUP license even if they were not in use. Now we're seeing that only the ones in use get linked. Is this expected? if so when was this change made and is there any documentation available that explains the reasoning behind this reporting change.

You're using the term "linked" to a license but do you mean "consume" in the context of this question or...?

The consumption comes from the options being in use (not installed) as per the Oracle Instances - Options Tab documentation...

@Anonymous  - The behavior that you are seeing is what I have seen in FlexNet Manager for a long time (years) and is to be expected.

When an Option Pack is installed (but not "Used), it does not require a license and is therefore ignored by the License Reconciliation/Consumption process.

The installed (but not "Used") Option Packs will appear in the Installed Applications view, and on the Applications tab of the Inventory Device.
