It is rare for IBM to cross-sell upgrade licenses to higher-level editions, or even to allow downgrade rights to lower editions. It is possible that if you want to upgrade to SPSS Gold, you will need to purchase new licenses.
However, as we have no insight into your current IBM Agreements, or your current SPSS entitlements, my recommendation would be to work with your current IBM Software LAR/Reseller that you purchase your current IBM software licenses from. They will likely have expertise to answer your question, and that would be part of the services that they provide to you as their customer.
