"Error reading setup initialization file" after installing AdminStudio 6

Just updated to AdminStudio 6, and when using Tuner to package install, the setup.exe gives me "Error reading setup initialization file" even though the setup.ini is in the same directory. Have recreated transform several times to multiple different folders, same result. Any ideas?
