advertising and basic users

Hello,

I have another dummy question I'd like help on.

I install a soft as an admin (per machine installation).
I have advertised shortcuts (if not, they don't appear but I think I have missed something).
If I log as a basic user (standard->with power) and I launch one of the advertised shortcuts, the MSI is called to finish the installation for the user.
But, either the MSI was on a CD and is not available anymore or it is on a network location which I, as a standard user, can't reach.

We are not using AD. What should I do?
Have a permanent connection to the MSIs network location (MSI share)?
Leave the MSI on the computer?
Do something else I've'nt thought of yet?
Maybe the value of some properties is wrong?

What I don't understand is: why do I need the MSI. I've made a try with Office 2000, I don't need the MSI to complete the installation. Windows Installer just gathers information.
