Is Flexera planning to retire work flow manager altogether ? or only specific versions EOL according to EOL timelines in the website

No plans to retire Workflow manager have been announced - this product is available and the latest version 20.0 is actively supported.

Support lifecycle dates for different versions of Workflow Manager are detailed on the following page: Workflow Manager Lifecycle Timeline.
