What packaging tools are needed for a packager to work with msix ?

Do they need Adminstudio ? or can you repackage with InstallShield ?

You can create MSIX packages and edit MSIX packages with InstallShield which is appropriate for developers. 

You can repackage setups to MSIX format in AdminStudio which is appropriate for IT Professionals. Within the AdminStudio suite one can leverage InstallShield as an editor, but a new dedicated MSIX editor for IT Professionals is also now available.
