I run my install as an administrator on a users system. the shortcut shows up, there is an option in add and remove programs to remove the install. When the user logs in. The shortcut is gone, and the option to remove the application is also gone.

You can chek if your shortcuts are installed in All Users\... folder. If they're not it's per user.
If you want to make sure it's a per machine install set
ALLUSERS=1

The MSI was missing the ALLUSERS property all together. Once I added that all was good.
