Repair always installs previous version

I created a Minor Upgrade with two new files. Installing with /i name REINSTALLMODE=voums REINSTALL=ALL updates the files correctly.
Yet, if I perform a repair the previous version gets reinstalled.
This also happens if I remove all cached files. I did notice that two cached files get created after the minor upgrade - both the same.

Any ideas?

Have you changed the following things:

PackageCode (should be automatic)
ProductVersion
?

Have you retained the component codes for the updated files?

Yes, all has been done by the book!

Talking with Wise (Altiris) people, they said that this is a known problem of Windows Installer. I would like to hear from InstallShield for verification.

It is a known caching problem with windows installer.
