Error on MSIs that add file associations

Whenever I create an MSI for an install that adds files associations I get a "Error 1306: Another Application has exclusive access to the file C:\WINNT\security\tmp.edb. PLease shut down all other applications, then click retry" when I try to install from the MSI. I get no errors in the repackager process, build process or when running validation against the MSI. I have full administrator rights and am running Windows 2000.

In most cases, repackaged installation should not containt files under C:\WINNT\security folder. Remove that file, and the 1306 error should go away.
