FNMS Inventory not in sync with App Portal

We have a catalog item in On-prem App Portal [App Portal 2019 R1 (14.0.1.0)]It is linked to FNMS (V2019 R2).   The inventory in FNMS is higher than what App Portal shows.  How do I get this in sync?See my attachment for screenshots.

Is it possible for App Portal (V2017 R2) to allocate a license in FNMS for named user software when they check out?

Convert .ndi files to csv?

Anyone have an suggestions on how to do this?   Have have classified labs that need to scrub the .ndi files before they can send over to the non-classified area.    They want to see the ndi file as a CSV file.
