Why do 2016 and 2019 Windows servers get an RSCORE?

This is done to identify devices that can be lift and shifted to the cloud. In regards to why devices with Postgre or Mysql in the runpath get a Replatorm RSCORE, this is because there is an 'opportunity' to re-platform to RDS. Meaning these are common PaaS offerings and we want to notify the user of opportunities to use managed service to maximize the cloud benefit (scale, high availability, reduced management etc...)."
