I don't know the license model for this particular software, but I wonder if you are using a Microsoft Client Access License (CAL) here.
If you have a SKU for the license you have purchased, try creating a purchase using that SKU and processing the purchase to see if the PURL contains a license template to set up the license automatically for you.
Note that data is not available to automatically calculate consumption for some products that are licensed by CAL. You can find more information here: How Does IT Asset Management Calculate CAL Compliance.
