how to configure the "complianceupload.exe" to use a proxy?

I have Softline asking how to configure the "complianceupload.exe" to use a proxy? They reviewed Kb Q204026 and doesnt appear to work. They tried both keys without success. Any suggestions on how to do this? And what parameters are required?Answer
You need following URL's to get "ComplianceUpload" and "nduplaod" working where proxy server is used.
ManageSoft Corp-->ManageSoft -->Launcher--> CurrentVersion https_proxy with value http://<proxy server URL you can get this from I.E connection setting>:port
You also need to set proxy values for nduplaod if parent server is behind the proxy to upload ndi files.
ManageSoft Corp-->ManageSoft-->Common-->DownloadSettings
ManageSoft Corp-->ManageSoft-->Common-->UploadSettings
Proxy key with value https://<proxy server URL you can get this from I.E connection setting>:port
