In our environment, we have observed that Flexera assigns SQL Server Standard licenses to machines that have the SQL Server Data Quality Service (DQS) component installed, even though DQS is a component of SQL Server Enterprise licenses.

I can confirm that both "SQL Server Master Data Services" and "SQL Server Data Quality Service" seem to have some weird Precedence settings. Here is for example the Removed by for "Microsoft SQL Server Master Data Services 2016":

As you have correctly mentioned, DQS is a component of Enterprise license. Please raise a case with Flexera support. Flexera Content team will look into it and provide a fix as required.

Official Microsoft documentation was updated regarding SQL DQS being supported under SQL Standard or Enterprise. (Does "Supported" equate to "Licensed under"? Microsoft needs to confirm that)
