It's difficult to look and see details of exactly what change between two points of time to cause a change in license consumption. Depending on what changed, you may get some insight about changes that have occurred by looking at the "History" tab when viewing the license record, or application records that are linked to the license. However there are many types of changes to data that could cause a change in license consumption that won't be reflected in the history on these specific records, so that won't necessarily provide answers.
