I haven't seen this scenario being specifically tackled, and there is nothing I know of on the Flexera roadmap for this.
Implementing a general solution would be an interesting challenge: the definition and counting of what constitutes a "client" in this sort of scenario is very dependent on the particular workload being managed by the RDS instance, and can vary widely from one instance to another.
