Bug: Empty Update Manager UI

After I uninstalled IS 11 from my machine the Update Manager UI from Control Panel comes up with no texts (not even on the buttons). Looks like the uninstall removed some required language file? I still have the Update Manager itself and the Update Service SDK registered, they are listed on the second tab. See attached screenshots. Any way to avoid this problem for end users?

I'm getting this now with InstallShield 2008... What's the issue/solution?

I don't recall the solution. I probably just repaired/reinstalled or installed a newer version of InstallShield.
