I am having trouble selecting the save button to edit the site notification using my user account. Even though my user account has full rights to edit site notifications, the button appears grayed out. I have observed that the save button is active when using the service account, which has similar rights to my user account. In addition, my user account is not part of any group with limited access, so there shouldn't be a conflict. This functionality used to work fine before, but a few days ago, I noticed that the save button is grayed out for my user account when trying to edit a notification.
I would appreciate any advice if I'm missing something here!

Please try an IIS reset see if helps first.

I'd say that this has to be permissions related.. If a user falls into multiple groups with different permissions, then the lesser permission will be applied.. I'd guess that the user you are using is included in one of the groups with only read permissions.
