Tuner and Repackaging MSI's

I've been told not to repackage an existing msi (from a vendor), but when I open the msi using developer or tuner, I cannot add merge modules. Is there a way to convert the msi into an ism so I can perform this action?

In Developer, you can pull down the File menu, select Open, select the "*.msi" mask, and select Wizard from the "Open As:" list. This opens a conversion wizard that gives you the option of creating an ISM project file...

In AdminStudio Version 5, you can open the MSI file in the DEveloper tool and can add merge modules.

If you choose, you can also create a transform.
