I have a package that copies some files and writes an .ini file to a users home directory on a server they are attached to. The installation is fine until it begins to write the .ini file (a 1913 error is generated). The .ini file does not exist in the installation itself, i've simply populated the iniFile table. The package installs fine on Windows 98 but not on Windows 2000. What could be causing this issue?

1913 states, Could not update the ini file [2][3]. Verify that the file exists and that you can access it. I would suggest running Full MSI Validation Suite on your setup, and verifying if the user installing has the permissions on the INI file.
It was because I wasn't running Windows Installer 2.0.2600.2!
