Error 9018 occurs while building a MSIX project with custom action added to it or
when building project using build button in the MSIX section.
This information applies to the following InstallShield project types:
Building a MSIX project from BMSI project type and when the project has custom action in it.
When we want to build MSI project, instead of using build from build section, if we use Build button in the MSIX section, the error 9018 will occur.
Install Shield 2019 supports both MSI and MSIX build, User can check what build they are getting triggered.
If we want build MSIX project then there is a chance to ignore the custom actions.
If we build by using MSIX build button unknowingly, then use the build button from Build Section
Make sure to set the "Build Windows App Package" setting to NO under release --> APPX/MSIX tab save the ism file
Now try to build the project using Build option under build section.
